Some proposed inter-vehicular communication systems [4],[7] rely on the presence of static, outside infrastructure for
connectivity or event notification (e.g., fixed info-stations that can monitor traffic and provide information to passing vehicles). In contrast, the techniques we develop can be applied to any set of vehicles that have a network device capable of sending and receiving messages. Other work [1],[3],[6] has considered passing information only through vehicles traveling in the same direction, rather than taking advantage of traffic in oncoming lanes.
