Ngày 14/4/2016, UBND tỉnh Hải Dương

Ngày 14/4/2016, UBND tỉnh Hải Dương có văn bản cho Công ty TNHH MTV Khai thác công trình Thủy lợi Hải Dương yêu cầu dừng thi công tuyến kênh Thạch Khôi Đoàn Thượng. Tại thời điểm đó công việc thi công của gói thầu số 5 đã hoàn thành phần từ hạ lưu lên đến K0+919,4, đoạn K0+700 đến K0+919,4 đang nạo vét.
Sở Giao thông vận tải đã lập Phương án cho dự án tuyến đường 62m trong đó có đoạn trùng lắp với gói thầu số 5 của kênh Thạch Khôi Đoàn Thượng 2 phương án đề xuất như sau:
Phương án 1: Giữ nguyên tuyến kênh gói thầu số 5, tại các vị trí giao nhau giữa đường và kênh làm cống ngầm.
Phương án 2: Nắn lại tuyến kênh chuyển sang bên phải tuyến đường 62m, sẽ làm một cống chìm qua đường và một đoạn kênh hở.
Trước khi phê duyệt dự án Trạm bơm Đoàn Thượng, Chủ đầu tư (Sở Nông nghiệp và PTNT), đã có văn bản gửi Sở Giao Thông vận tải xin thỏa thuận kỹ thuật và xin cấp phép thi công các hạng mục công trình có liên quan đến QL38B. Tại văn bản trả lời Sở Giao thông vận tải Hải Dương chưa đề cập đến việc quy hoạch xây dựng tuyến đường 62m.
