لمرحلة الأولى للمشروع تشمل طرح ٥٠٠ ألف فدان، من مساحات أراضى بـ٤ مناطق هى الفرافرة القديمة، وواحة المغرة بمنطقة العلمين، ومنطقة غرب غرب المنيا، بالإضافة إلى مساحات بمنطقة توشكى، وتم تقسيم مواقع الطرح إلى مناطق تتراوح المساحة بها ما بين ٢٠٠٠ فدان إلى ١٢ ألف فدان للقطعة الواحدة، وجميع القطع المطروحة تشتمل على مساحات للزراعة، وأخرى للاستخدام فى عدد من المجالات الإنتاجية والصناعية والخدمية، مثل مجال التصنيع الزراعى والإنتاج الحيوانى والداجنى والاستزراع السمكى، والمناطق اللوجستية، ومناطق صناعية لتعبئة المنتجات وتغليفها، بالإضافة إلى إقامة عدد من مناطق الإعاشة والمناطق الإدارية التى تخدم المشروعات
