Tại Hội nghị, Phó Thủ tướng Phạm Gia Khiêm nhấn mạnh "Việt Nam đã vận dụng những phương pháp và kinh nghiệm hay trên thế giới để xây dựng Kế hoạch phát triển KT-XH 5 năm 2006-2010 theo hướng đổi mới, khuyến khích sự tham gia của toàn xã hội, cộng đồng các nhà tài trợ tại Việt Nam... Mục tiêu của Việt Nam là năm 2010 phải xóa đói giảm nghèo và năm 2020 sẽ trở thành nước công nghiệp”.

At the meeting, Deputy Prime Minister Pham Gia Khiem stressed "Vietnam has applied the methodology and experience or in the world to build the socio-economic development plan 2006-2010 towards innovation, encourage the participation of the whole society, the donor community in Vietnam.
