Schon Bismarck hatte seinen Horizont nicht auf Europa beschränkt. 1884/85 hatte er sich trotz einer zuvor deutlich geäusserten Geringschätzung von Kolonialabenteuern an der Aufteilung Afrikas beteiligt. Das Reich eigenete sich mehrere Kolonien in Afrika an: Togo und Kamerun in Westafrika, Namibia (Südwestafrika) und grosse Teile des heutigen Tansania in Ostafrika. Dies war ein vergleichsweise kleiner und wirtschaftlich karger Kolonialbesitz. In der wilhelminischen Zeit kamen noch Neuguinea und Samoa als reine Prestigeobjekte hinzu sowie 1898 das Pachtgebiet Kiautschou (heute: Jiaozhu) um die Hafenstadt Tsingtau (heute: Qingdao), das zu einer "Musrerkolonie"der Reichsmarine werden sollte. Die wilhelminische "Weltpolitik" seit den späten 1890er-Jahren sah ihr Ziel nicht in der Errichtung eines grossen Kolonialreichs (für das es ohnehin nur noch wenige territoriale Möglichkeiten gegeben hätte), sondern in der informellen wirtschaftlichen Gebiete.
