จังหวัดเลย ร่วมกับกองกำลังสุรศักดิ์มนตรี จัดกิจกรรมปลูกพืชอาหารช้างป่า ตามพระราชเสาวนีย์สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ เพื่อแก้ไขปัญหาช้างป่าในเขตรักษาพันธุ์สัตว์ป่าภูหลวง บุกรุกเก็บกินผลผลิตการเกษตรของชาวบ้าน ในพื้นที่รอบป่า
เมื่อวันที่ 28 ก.พ. 57 นายวิโรจน์ จิวะรังสรรค์ ผู้ว่าราชการจังหวัดเลย และ พลตรีศักดา เปรุนาวิน ผู้บัญชาการกองกำลังสุรศักดิ์มนตรี ได้ร่วมกันเป็นประธานเปิดกิจกรรม "ปลูกเสริมและบำรุงรักษาพืชอาหารช้าง โครงการฟื้นฟูอาหารช้างป่าภูหลวง อันเนื่องมาจากพระราชดำริ" ที่พื้นที่ป่า บ้านห้วยหินลับ ตำบลเลย วังไสย์ อำเภอภูหลวง มีข้าราชการพลเรือน ทหาร องค์การปกครองส่วนท้องถิ่น นักเรียน นักศึกษาวิชาทหาร และประชาชนชาวอำเภอภูหลวง ร่วมกิจกรรมประมาณ 1,000 คน
สำหรับกิจกรรมปลูกเสริมและบำรุงรักษาพืชอาหารช้าง โครงการฟื้นฟูอาหารช้างป่าภูหลวง อันเนื่องมาจากพระราชดำริ เป็นโครงการที่จังหวัดเลย โดยเขตรักษาพันธุ์สัตว์ป่าภูหลวง และ กองกำลังสุรศักดิ์มนตรี ได้ร่วมกันจัดมาตั้งแต่ปี 2555 เพื่อฟื้นฟูพื้นที่อาหารช้างป่าในพื้นที่เขตรักษาพันธุ์สัตว์ป่าภูหลวง เนื่องมาจาก สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ ทรงมีพระราชเสาวนีย์ให้มีการอนุรักษ์ช้างป่าภูหลวงไว้ โดยการจัดทำแผนงานส่งเสริมและสนับสนุนการอนุรักษ์ให้ช้างป่าภูหลวง สามารถดำรงชีวิตในธรรมชาติได้ และไม่ส่งผลกระทบต่อชุมชนโดยรอบพื้นที่ ให้มีอาหารอย่างเพียงพอ และเป็นการฟื้นฟูสภาพนิเวศน์ของเขตรักษาพันธุ์สัตว์ป่าภูหลวง ซึ่งเป็นแหล่งต้นน้ำลำธารของแม่น้ำเลย และแม่น้ำสำคัญอื่นๆ ด้วย
