Kinerja organisasi yang sukses harus dipandang sebagai kinerja organisasi untuk capaian masa datang. Kinerja organisasi tidak bisa dicapai dengan beroperasi dalam ruang hampa, namun harus ada peletakan model tujuan yang mampu mengartikulasikan kegiatan organisasi, bagaimana hal itu dilakukan, bagaimana organisasi membuat dan menciptakan peluang, melakukan apa yang menjadi ciri keunggulan, dan mampu memuaskan anggota, pelanggan atau pengguna.
