ต่อมากรมป่าไม้ได้มีหนังสือ ที่ กษ 0713/13868 และ 13870 ลงวันที่ 2 สิงหาคม 2526 ถึงจังหวัดลำปางและป่าไม้เขตลำปาง ขอความเห็นที่จะยกฐานะวนอุทยานน้ำตกแจ้ซ้อน (วนอุทยานแอ่งน้ำอุ่น) เป็นอุทยานแห่งชาติ ซึ่งจังหวัดลำปางได้มีหนังสือ ด่วนมาก ที่ ลป 0009/18356 ลงวันที่ 12 กันยายน 2526 และป่าไม้เขตลำปางได้ให้ความเห็นชอบและสนับสนุน ในการที่จะกำหนดเป็นอุทยานแห่งชาติเพื่อเป็นสถานที่ท่องเที่ยวและพักผ่อนหย่อนใจ เป็นการสอดคล้องกับมติคณะรัฐมนตรี เมื่อวันที่ 25 มกราคม 2526 ที่กำหนดให้จังหวัดลำปาง เป็นจังหวัดส่งเสริมการท่องเที่ยว
กองอุทยานแห่งชาติ ได้ดำเนินการสำรวจข้อมูลเพิ่มเติมต่อมาเป็นระยะๆ และกองอุทยานแห่งชาติ สำนักงานป่าไม้เขตลำปางและส่วนราชการองค์กรภาคเอกชนของจังหวัดลำปาง ได้เริ่มโครงการจัดตกแต่งวนอุทยานน้ำตกแจ้ซ้อน เพื่อเฉลิมพระเกียรติแด่พระบาทสมเด็จพระเจ้าอยู่หัว เนื่องในวโรกาสพระชนมายุครบ 60 พรรษา ตั้งแต่เดือนพฤษภาคม 2529 ถึงวันที่ 5 ธันวาคม 2530 และเมื่อวันที่ 13 กุมภาพันธ์ 2530 ฯพณฯ พลเอกเปรม ติณสูลานนท์ นายกรัฐมนตรี ได้เดินทางไปตรวจราชการวนอุทยานน้ำตกแจ้ซ้อน เกิดความประทับใจในธรรมชาติที่สวยงาม จึงเสนอในที่ประชุมคณะรัฐมนตรีเพื่อวางแผนพัฒนาให้เป็นสถานที่ท่องเที่ยวต่อไป ซึ่งคณะรัฐมนตรีได้มีมติเห็นชอบตามที่ท่านนายกรัฐมนตรีเสนอ เมื่อวันที่ 17 กุมภาพันธ์ 2530 และได้มีหนังสือแจ้งให้กรมป่าไม้ดำเนินการตามสำนักเลขาธิการคณะรัฐมนตรี ที่ นร 0202/2889 ลงวันที่ 20 กุมภาพันธ์ 2530
กองอุทยานแห่งชาติกรมป่าไม้ จึงมีคำสั่งที่ 388/2530 ลงวันที่ 4 มีนาคม 2530 ให้ นายสุทัศน์ วรรณะเลิศ นักวิชาการป่าไม้ 4 ไปดำเนินการสำรวจพื้นที่ป่าบริเวณวนอุทยานน้ำตกแจ้ซ้อน เพื่อหาข้อมูลเพิ่มเติมประกอบการพิจารณากำหนดขอบเขตพื้นที่ เพื่อยกระดับฐานะวนอุทยานน้ำตกแจ้ซ้อนเป็นอุทยานแห่งชาติ อีกทั้งนายจิรายุ อิศรางกูร ณ อยุธยา รัฐมนตรีประจำสำนักนายกรัฐมนตรี ผู้ว่าการการท่องเที่ยวแห่งประเทศไทย อธิบดีกรมป่าไม้ และนายธำมรงค์ ประกอบบุญ ผู้อำนวยการกองอุทยานแห่งชาติ ได้เดินทางไปเยี่ยมชมและร่วมพิจารณาความเหมาะสมในการวางแนวทางพัฒนาวนอุทยานน้ำตกแจ้ซ้อนเป็นสถานที่ท่องเที่ยว เมื่อวันที่ 6 มิถุนายน 2530 และกองอุทยานแห่งชาติ กรมป่าไม้ได้นำเสนอคณะกรรมการอุทยานแห่งชาติ ซึ่งได้มีมติในคราวประชุม ครั้งที่ 1/2530 เมื่อวันที่ 18 มิถุนายน 2530 เห็นชอบในการยกฐานะเป็นอุทยานแห่งชาติ โดยได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าแม่สุก ป่าแม่สอย ป่าแม่ตุ๋ยฝั่งซ้าย ป่าแม่ตุ๋ยฝั่งขวา ในท้องที่ตำบลแจ้ซ้อน ตำบลเมืองปาน ตำบลบ้านขอ ตำบลทุ่งกว้าง อำเภอแจ้ห่ม และตำบลบ้านคำ อำเภอเมือง จังหวัดลำปาง เนื้อที่ประมาณ 370,000 ไร่ หรือ 592 ตารางกิโลเมตร ให้เป็นอุทยานแห่งชาติ ซึ่งประกาศในราชกิจจานุเบกษา เล่ม 105 ตอนที่ 122 ลงวันที่ 28 กรกฎาคม 2531 เป็นอุทยานแห่งชาติลำดับที่ 58 ของประเทศ
