จากข้อมูลที่ศึกษา จะพบว่า องค์กรปกครองส่วนท้องถิ่นส่วนใหญ่ มีการรวมกลุ่มกับ องค์กรปกครองส่วนท้องถิ่นในพื้นที่ใกล้เคียงซึ่งนำขยะมูลฝอยมาทิ้งร่วมกันอยู่แล้ว อีกทั้งบางแห่งยังได้มีการลงนามบันทึกข้อตกลง (MOU) ร่วมกันด้วย ซึ่งได้แก่ เทศบาลนครตรัง เทศบาลเมืองมหาสารคาม และองค์การบริหารส่วนจังหวัดระยอง ทั้งนี้ จะพบว่ามีองค์กรปกครองส่วนท้องถิ่นบางแห่ง ที่ไม่สามารถรวมกลุ่มกับองค์กรปกครองส่วนท้องถิ่นใกล้เคียงได้เช่นกัน ซึ่งได้แก่ เทศบาลเมืองบัวใหญ่ เทศบาลตำบลกบินทร์ เทศบาลนครเกาะสมุย และเทศบาลนครเชียงใหม่ แต่เนื่องจากเทศบาลนครเกาะสมุย มีสภาพแวดล้อมเป็นเกาะกลางทะเล ทำให้ไม่สะดวกในการรวมกลุ่มกับองค์กรปกครองส่วนท้องถิ่นอื่นได้ และสำหรับเทศบาลนครเชียงใหม่ ที่ไม่มีการรวมกลุ่มกับองค์กรปกครองส่วนท้องถิ่นใกล้เคียงเนื่องมาจากเทศบาลนครเชียงใหม่เป็นเมืองท่องเที่ยว ซึ่งมีจำนวนนักท่องเที่ยวในแต่ละปีค่อนข้างสูง
