In the current context of the knowledge based economy and of a more and more competitive
environment, public institutions face the challenge to attract and maintain high performing employees
(Profiroiu & Profiroiu, 2006; Huerta Melchor, 2013). The quality and efficiency of the staffing process
and the organizational capacity to retain high performing and productive workforce are influenced by
numerous factors, especially in public sector, where modern and innovative recruitment and selection
techniques need to comply with the rigour of legal provisions and of European administrative principles.
The experience of other EU member states in implementing human resource management activities can
